The specs show an i9 9900K, GTX 1060, and 16GB RAM setup. The tests used GPU-Z, Task Manager, and MSI Afterburner to check performance in popular games. In GTA V, FPS stayed around 70-120, while in Cyberpunk 2077 it was 50-60 with high CPU load. Despite the older hardware, the performance is still solid for these titles.

High distance scaling might be creating a performance issue. Test it and observe the results. Adjust V-sync settings and MSAA to 4x. Your FPS is stable now, though usage remains low.

It seemed like a guess that those adjustments wouldn’t boost CPU usage much, but it looks like GTA isn’t using all your cores fully. You might see steadier frame rates by adjusting MSAA and lowering certain settings from ultra to normal.

If the FPS remains unchanged, you're still experiencing limitations. This is completely typical since your system seems to be reaching its processor's capacity. Games don't always make full use of every thread, particularly older titles like GTA V, which means even when the game pushes its threads to the limit, your CPU can handle more than it appears and only shows around 50% utilization. The GPU increased its usage mainly because MSAA consumes a lot of resources.
