From what I understand, it's the game itself. However, it hasn't been this way before—on lower settings, the CPU is outperforming the GPU.

I need to keep working on this today. It seems the Asus Aura software was quietly using 33% CPU during games, which I only noticed once and then closed. Performance improved afterward. It didn’t seem to completely resolve the issue, so I restarted the PC and now everything is running at normal speeds again. Nothing a reset can fix, right? *spilling tea into your PC* Thanks to all the help!

I just want to say Intel didn’t install the latest patch, which might have slightly impacted your frame rate. I reset my PC yesterday after trying to fix a CPU problem—still no resolution. Keeping an eye on things like this can save you from having to restart again. Have fun gaming!

That's exactly what I intended by the patch. Not the real solution, just these quick fixes that are really problematic and mostly creating more issues instead of solving them.

It seems something unusual occurred with your brother's i7 4470k recently. He experienced a complete shutdown, and today he found his files locked by ransomware, which heavily utilized the CPU. Other types of malware can also affect file encryption or cause high CPU activity. I suggest running a full system scan as a precaution.
