Windows 11 Home Asus Tuf 3080 i7 8700k @ 5ghz Corsair HX750i PSU I’ve been enjoying Fallout 76 on Steam and recently got a version via Game Pass. It runs at 80-90 fps, but my GPU usage is between 28-35%, and the game feels choppy and stuttery. I adjusted graphics settings and increased performance on high, then set the power to max and disabled VSync. Any suggestions for improving stability?

This group perfectly shows the limits of a CPU bottleneck. You're struggling to get through the 3080 with that old processor. Boosting the resolution might help a bit, but it won't solve the problem of needing a newer CPU. If you use Afterburner and look at your stats, you'll probably see a decent average FPS, though frame times will vary greatly and FPS will be very low in some cases.

I’d like to figure out where the slowdown occurs without checking how it’s used—it’s a useful ability.

Quantum might have interpreted my post differently. I mentioned playing the game on Steam without issues, running smoothly at 80-120 frames per second.

Information provided is extensive—GPU usage sits between 20-35%, but the game runs with a stuttering and choppy experience even at around 80-90 FPS. Boosting DETAILS by using the GPU more improved things slightly. It’s essentially a clear sign of CPU limitations.

I was never considering trying to figure things out by assuming them without verification. That approach is clearly a tactic.

Notice, we don’t need to waste time on trivial gaming discussions. Particularly since this issue has already become common. When the RTX 3000 line launched, many users had CPUs from before the 10th generation, faced these challenges, and either upgraded to newer models or switched to Ryzen. Probably because more people are now owning used 3000s, we’ll see the same conversation arise again.

Sure, I can clarify that. Not focusing on usage can help you avoid common mistakes. It might seem confusing at first, but it’s a smart way to start learning without getting overwhelmed. Just keep trying, and you’ll get better over time.

Adjusting the ini file resolved the issue. Setting it to 1 instead of 0 fixed everything. It functions well even when both the game pass and Steam accounts are active on the same server. The system is running smoothly with an i7 8700k.

Mentioned GPU activity in the initial post. The CPU might report 20% even if it's fully loaded on a few cores and not using others. Understanding the exact number isn't very useful. Game Pass sometimes behaves oddly, possibly due to bugs that overload it with unnecessary threads or restrict access. I encountered titles that wouldn't load in Game Pass but worked perfectly in Steam, so I gave up trying to resolve them. Fortunately, the games I wanted to play were under $10 on sale in Steam, while the rest I stopped using.
