On Windows 7, press WIN plus SHIFT then left or right arrows to relocate windows between displays. If this isn't helpful, set your TV as the main screen—it may cause issues with too many desktop icons, but it functions.

You might also consider adjusting the second screen (TV) to clone or duplicate in the display settings rather than extending it. This would prevent using it as a secondary monitor during regular use. I believe this could restrict you to the lowest resolution of either device, which might be inconvenient if your TVs are 720p and your monitors offer higher resolutions. It could be a hassle depending on your configuration, but it’s worth checking.

These tools can set guidelines for applications running on specific displays, but they don’t support games. I haven’t tested it myself.
