If the hard drive is failing, it shouldn't lead to stuttering while the game is active.

That's correct, the game clock speed was what I was experiencing while playing CS GO for several hours.

The GPU is operating at only a fraction of its intended speed. 970 should be functioning at 1300 MHz.

Playing the game interacted with Facebook, which required roughly 4 to 6 seconds, followed by a screenshot of the GPU. This happened during a CS GO match. The screenshot was taken after about an hour of playtime.

It's unusual for a system to operate at 135mhz and run cards at that frequency as it was ten years ago. Are you experiencing similar problems on your current setup? Did you upgrade or replace your GPU from the previous configuration?
