Playing games like Cod Warzone on high settings uses a lot of your CPU, so you'll feel slower than normal because all your power goes there. If your graphics card isn't even 1% busy while playing, check the Task Manager to see what's really happening. Also, when using low-level tools like DirectX 12, the monitor might show fake usage that doesn't match reality. Use the newest version of MSI Afterburner to actually watch how much power your GPU is getting.

It's common for people to turn down graphics settings in competitive games so they can get more frames per second (FPS). But your CPU needs to finish preparing those frames before the GPU sends them out, and 170 or 180 FPS is probably too much. I'd suggest running at 144hz or even lower instead; that usually gives smoother performance for you.
