This data is probably kept on Epic's computers to ensure only authorized users access it. Even if you tried to store it yourself, the system would verify ownership and likely remove it. In the best scenario, it simply relies on the server and deletes it; in the worst, they might block your account for violating rules (though that’s uncertain).

No as there is protection against that. Epic dont want you just adding skins. That data is most likely encrypted and even if you have a way of inporting a "skin" file it won't use it.

The information is kept on Epic’s infrastructure. If you attempt to change the file, it must be checked again after startup to confirm any modifications, and then simply overwrite it.

Including that running the game locally (such as GTA V) allows modding. However, when the game connects to online servers, any modifications are reset to what the server considers standard defaults. Thus, even if skins are saved locally, details about their availability for your account remain stored on the server.
