The Forza Motorsports series leans more toward simulation than Forza Horizon, which lacks realism. Forza Motorsports 6: Apex is available for free in the Microsoft store if you wish to experience it, though it doesn't match the full versions.
The brief response is no. Unless you purchase an outdated NFS title, the sole other game offering real customization beyond garbage is Forza. Apart from that, there are a few indie titles with mixed quality ranging from poor to average.
If you enjoy constructing vehicles, My Summer Car is an option, though I haven't played it myself.
I recall the need for speed shift is available and offers some customization options. The career mode allows me to design my own car, so I think I’ll stick with that for now until I discover something similar but more recent. I’m currently downloading Forza 6 Apex to test it out.
