I just got Fallout 4 and the installer launches but when I try to play it, the screen freezes for a moment before the crash happens.

It is likely that if you could get it running the frame rate would be unplayable. if you are set on playing fallout, you'd be better off trying the older games (fallout 3/new vegas), but no guarantee how well they would work on that PC.
