I haven't played BF1 in a while and just began again, but it's running poorly. I have an i7 4790K, 24GB RAM, and an EVGA GTX1070. The game is loading slowly on my SSD, though temperatures are normal.

Do you rely on a monitor software or an in-game overlay? Consider closing MSI Afterburner, Rivatuner Statistics, or any other monitoring tools you use. Also try the NVIDIA Control Panel – choose "Manage 3D settings" from the left, then click the Power management mode dropdown and select "Prefer Maximum Performance." At 1080p, your CPU should run at high usage, which can cause slight stuttering or frame drops only if background programs are active. Let me know if this helps or provide more details.

Consider refreshing the drivers if you haven't already.

I already have the newest version, 391,35, and I changed the power settings to Maximum performance. It appears it now defaults to Optimal power.

to fix stutter in bf1 you just need to limit the frames per second, sadly. setting it to 60 should help and usually works for both 4690ks and 4790k. this is mainly due to the game being very CPU-heavy and adding a high-end GPU only makes things worse without a FPS cap. 4690k can handle around 970 stutters even without one.

Have you verified your internet speed? Could the lag be due to a slow or unstable connection? I’m using a 4770K and a GTX 1080, yet I experience no stuttering whatsoever—on a 144Hz monitor with Gsync, there’s absolutely no framecap, it runs perfectly smooth.

Head to a 64player server in Amiens and mention it again. It might just be because you don’t usually play in 64man servers. The 32man servers also run smoothly on an i5 without any issues, and some maps work well too. The heaviest map is definitely Amiens when using Conquest mode, while others like Dm don’t face the same problems since they need less power.

You're right, I don't think so. My performance on 64-player battles with a Core i7-47XX is significantly better than a Core i5 CPU. Bf1 stays under 80% usage and runs smoothly.

Just to clarify, the same problem shows up on 4790K, 4.6, 6700K, and 7700K models. It's not just about CPU load, and bottlenecks are similar across these cards. You can even bottleneck a card with only 40% CPU usage.
