Hey, I'm experiencing some problems with games lately. A video was attached showing the issue. It seems to occur in most games, but especially on certain extreme settings. In games like Assassin's Creed Origins, it happens occasionally, but when you switch to the map it becomes much worse. Are you sure your graphics card is still functioning? You have an RTX 1070 with an I7 6700 and 32GB RAM, and you're playing on a TV. You've also tried using two monitors and different cables. The file is 20230411_143207.mp4.

Consider a thermal problem from insufficient paste or debris, or issues with drivers. What driver version are you using? You can find it by searching 'Nvidia Control Panel' and accessing the bottom left 'System Information'.

If this is a relatively new phenomenon, then I would uninstall that driver and reinstall a previous one. Otherwise its indicative of a hardware issue. I've seen this before but usually only get it with unstable overclocks.

The silicon loses stability gradually and eventually fails at regular clock speeds. You might lower the GPU's speed to extend its life, though this will slow down performance.
