You're in the AppData folder and located the .dat and .tmp files. To activate SecuROM, open the .dat file with a text editor or use the appropriate tool provided by SecuROM to run it. Make sure you have the correct installation path and permissions.

It's set up now. That's rough. The safest option is to use a no-CD patch or something similar. You might find the guide at that link useful. I'll need to add Grand Theft Auto IV and experiment with SecuROM on my own.
