Yes, the 980ti supports GPU auto-overclocking. You can disable it if needed. Check the earlier discussion for any recommendations.

The MSI Afterburner seems to let you bypass power-saving settings for a fixed overclock. GPU tweaks could also affect this. I am not sure what the issue can be. It's extremely weird. Here is a thread where a guy gets random lag in game. I am sorry that I wasn't much help.
