Hi! The Xbox Game Bar begins in a suspended state after a cold start. I need to open Task Manager and end the task each time it appears in Suspended mode. Once that happens, it won’t respond to shortcuts and won’t save screenshots or clips. Any assistance would be great!

I don't rely on gamebar but you can try these steps:
1. Turn on background apps in Settings > Privacy > Background Apps
2. Make sure any changes were made to the service
3. Look at the powerplan settings and set it to low power
If this doesn't resolve the issue, share more details here.

Some launches skip Suspended but you can fix it by opening Task Manager, ending the process, then reopening it. It's not too hard but it's frustrating when a game freezes and nothing saves. Could there be a way to run a .bat file at startup to restart the app?

Have you given the suggestions a try? I believe you should use the task scheduler to start it automatically, though I’m not very familiar with that process.
