Outside of CSGO I experience 20 ping on Discord. In the lobby it's usually 20-50. When joining the game, my ping jumps to 150 with significant packet loss.

You can reduce packet loss by limiting bandwidth in CSGO's in-game settings to under 750 KB/s or the closest option available. I don't know the ping, but this should help with the issue.
