Would there be a significant difference during gameplay? Right now, my 4Ghz connection limits my R9 270x in certain titles? Would increasing the overclock slightly improve performance, and by how much?

It would be useful, though not very helpful. Gains from overclocking are limited by the law of diminishing returns. You shouldn't expect a 12.5% boost by raising it from 4ghz to 4.5ghz. There will still be some improvement, but not enough to justify the effort.

Nothing will speed up that chip further. It's just a dual-core processor without hyperthreading, and it's quite an older design.
It's likely not much help that the games you're using require more threads or have poor code (such as outdated or buggy software).
