Hello everyone! It's been a while since I've been around. Everything in the PC world has been progressing smoothly so far.

Build details:
CPU AMD FX 8370
Motherboard MSI 970 Gaming (V22.4 from 12/21/15, despite the latest being 22.4 from 12/23/15?)
PSU Cooler master V650
GPU GeForce 4gb 1050ti
RAM 16gb (8x2) DDR3 Radeon gamer series RAM (NOT OC)
Hyper Evo 212
1 120 Front intake (stock), 1 80 (?) side intake and 1 80 (?) side exhaust, 1 120 back exhaust
Smilodon raidmax case
1 TB drive, 2 350gb
My FX-8370 is currently operating at 1.4ghz with a voltage of 0.888 (!!!). I've observed this for about a week, though it might have always been this way. I only noticed it recently because my FPS in games dropped from 140 to 20 shortly after purchasing a new monitor weeks ago. During the rare instances when my clock reached 4ghz, my FPS returned to around 130. I use HWmonitor regularly, but also monitor core temp and cpu-z. When Prime-95 is running and the CPU cores are at 100%, both voltage and clock remain unchanged. My CPU temperatures never surpass 31°C during gaming. Idle temperature is 19°C.

Performance PC mode is active, slow-mode switch is off on the motherboard, AMD cool n quiet is disabled, high computing mode is on, CV6 is off. I don't have an OC program installed or anything similar. Everything is currently set to auto for both clock and voltages.

I managed to adjust the CPU voltage change to 1.3 once (though I can't directly set it, which is frustrating), set the CPU ratio to 21.5 (=4300) and tested with CPU temps around 45°C for a few hours. However, when I powered on in the morning, I received the message "your overclock settings have failed."

In all other cases (both before and after this incident), whenever I attempt to modify the CPU ratio or voltage, my PC fails to POST or displays the "overclock settings have failed" error. I've tried various settings—turbo off/auto, XMP enabled/disabled, AMP on/off—but consistently get a failure or no start. My CPU temperatures never exceed 31°C during gaming. Idle temps are at 19°C.

I was able to change the CPU voltage setting once (only once, with a +0.1 adjustment) and set the CPU ratio to 21.5 (4300), and managed to run games with temps around 45°C for a few hours. But when I tried to turn on the PC in the morning, the system crashed.

In all cases, whether before or after this issue, changing the CPU ratio or voltage results in failure or an error message. I've received mixed advice about these adjustments.

Possible reasons: It seems like the system is being throttled due to heat, even though temperatures have stayed within normal ranges. My thermal readings are stable (TMPIN0 ≤ 25, TMPIN1 ≤ 45, TMPIN2 ≤ 31), voltage and 3.3V/5V/12V are within expected limits.

Motherboard problem? Power issue? CPU issue? Or something personal? I'm really frustrated. Many people have reported similar problems on this board, and it always resolves after switching power plans or accidentally setting it to slow mode. I've replaced the CMOS battery several times, reapplied thermal paste and cooler a few times, and thoroughly cleaned everything.

What should I do next? I'll share photos soon. Thanks ahead of time.

Booted up this morning into BIOS and normal values were displayed, but the system froze after 5 minutes.
Yesterday's readings were fine.
But... At the end of last night, HWmonitor logged a core temp max of 200°C and a min of 0°C.
I'll post a screenshot once I log into the PC.

It is feasible that HWMonitor isn't displaying accurate voltages and frequencies. The temperatures it shows may be incorrect. For FX series CPUs, AMD Overdrive is the sole software providing dependable thermal readings (Thermal Margin).
Consider installing AMD Overdrive and checking its voltage, multiplier, and frequency settings.

Well, I replaced cmos battery and it was working fine on auto for the night unless I went to reboot in morning and same issues arose.
I turned off cpu smart protection and set voltage to +0.0 this time and it was working fine but I had to restart because I had realized one of my fans had gotten disconnected. When I restarted, no post, power drained, restarted logged into windows and BAM --- HWmonitor lists clock at 1400mhz and vcore at 0.888v. Ran prime95, clock speed doesnt go up despite 100% utilization.
I say okay, I guess the bios settings got reset. Restart, go into bios, bios settings are still the same and cpu voltage reads 1.3 and 4ghz speed (which never appeared differently in bios). Okay, boot windows, and program still reads 0.888v and 1400mhz.
Seriously, am I stupid and missing something? I honestly don't understand why this is occurring.
Once again, cool and quiet is off, c1e is off, c6 off, hpc mode on, performance mode is high with 100% min and max and active cooling, temperatures are low (14c package, 42c cpu, 32c motherboard, gpu 31c).
