I'm dealing with an issue with my CPU while playing CS GO. When I don't have OC, the FPS drops to 150-300 with a GTX 780 Ti from Gigabyte. After one game it stutters and then it restarts itself, followed by a loop and a black screen. Also, after about two minutes the frequency jumps to 1500MHz from 4.5GHz on all cores. I've tried almost everything. I'm thinking about getting a Ryzen CPU 1700X soon.

You're not doing any excessive overclocking, nor is your system overheating even with the standard cooling setup. AMD's overclocking is relatively straightforward when paired with adequate cooling and some effort.

it seems you're not pushing the CPU too hard, or your system isn't getting hot enough with stock cooling. AMD's overclocking is straightforward if you have proper cooling and some effort involved. I've got a custom water loop, but the VRMs are running hot. The core stays under 40°C, though touching the VRM cooler on the motherboard makes it feel like 70°C.
