I'm not sure about that. The extent of improvement would differ based on the game, screen resolution, in-game settings, and player count, etc.
In single-player mode (campaign), you'd notice the biggest gains, though. I think your FX-9590 might be limiting performance on the GTX 2070 unless you play at very high resolutions.

It does create a bottleneck. I usually get around 120-150fps with half high and half medium settings in bo4. Would gaming at a higher resolution keep me at a steady 144 FPS since the CPU won't be as much of a limiting factor? I'm currently playing on 1080p.

It would assist, yes. The greater the workload the GPU handles, the shorter the waiting time for the CPU to keep up.

Oh! Do you have a 4K monitor? I'm not sure what the impact would be compared to a 1080p display with Dynamic Super Resolution. It might actually help you.

Adjusting dsr to double speed with no smoothing added slightly improved my FPS, though increasing it to 4K caused a significant drop to 80.

Lol... yeah, 4K is 4 times the 1080p screen that the GPU has to render with every frame. But did it help on getting the GPU to run closer to 100% usage?

Yea. However I don’t see the point in boosting gpu usage if it isn’t going to help my FPS.

It was primarily a trial rather than a definitive answer. This suggests the CPU might be the main limitation. I question whether increasing a few hundred more MHz would make a difference. Likely not justified to invest extra in cooling when the goal is just about FPS.
