I recently assembled this setup:
Fx-8320e
Zotac GTX 960 4GB
16 GB DDR3
EVGA 500B PSU
Why choose the Fx-8320e instead of a Skylake i3? I purchased the CPU and motherboard at Micro Center for $89.
I've been using AMD's Jet Plane cooler and intend to invest more in a 212x, allowing me to overclock. I'm aiming for a modest ~4ghz boost, but these chips consume a lot of power. Can a 500w PSU support this?

The power supply for the GPU needs attention, as overclocking the processor uses just 1 or 2% of overall energy. The reliability of the PSU is crucial for successful overclocking!

I believe it's possible to reach 4.0 ghz easily. I've already boosted my r9 270x to 4.0 ghz with a 8320 processor and a 550-watt PSU. Keep in mind that the r9 270x uses more power than the GTX 960, so you should be fine. Plus, the FX 8320e is slightly more energy-efficient than the FX 8320.
