In short, went to the store, was tired, and missed realizing I received an FX 8320 instead of an FX 8350. Questions: Can I safely overclock this to 4ghz on stock cooler? If not, what is the most affordable cooler available in Canada that provides enough cooling for that speed? Thanks!

A 990FX board is preferable, though Asus confirms compatibility with all FX models up to 9590 for that unit. You might want to give it a shot, ensuring the voltage stays under 1.5V.

Unfortunately, the one that complains a lot is the old one. But my budget was actually increased to $60. That means I can get the cm d92 best cooler, which looks good and fits in my case.

In this situation, the primary concern is the motherboard. It should be built with overclocking capabilities in mind. A failure could result in losing your CPU. What model of motherboard are you using?

The processor also came at an excessive 1.412 volts—probably a lost silicon chance.

If MB handles FX 9590 at 200W+, any OC with 8320 won't be a problem, as long as it's properly cooled.
