In short, went to the store, was tired, and missed realizing I received an FX 8320 instead of an FX 8350. Questions: Can I safely overclock this to 4ghz on stock cooler? If not, what is the most affordable cooler available in Canada that provides enough cooling for that speed? Thanks!

Unfortunately, the one that complains a lot is the old one. But my budget was actually increased to $60. That means I can get the cm d92 best cooler, which looks good and fits in my case.
In this situation, the main concern is the motherboard. It should be built with overclocking in mind. If it malfunctions, it might carry away your CPU too. What model of motherboard do you have?

If MB handles FX 9590 at 200W+, any OC with 8320 won't be a problem, as long as it's properly cooled.
