Observed an unusual stuttering issue with my PC a few weeks back while streaming Netflix. The video appeared very choppy, though I initially dismissed it as a browser concern. When playing Warframe, the problem became more apparent. MSI Afterburner and Warframe’s built-in FPS counter displayed stable 150-165FPS, but the stuttering remained noticeable. Every now and then, the frame rate would drop sharply to very low levels before recovering at regular intervals. This issue also appeared in other games after that. Eventually, before I attempted a fix, the gameplay problems diminished somewhat, though they were still present. Video playback remains poor, whether using a browser or media players.

System specs: I5-12400f Colorful B660i Frozn Xfx RX 6700xt 2x8gb 3200mhz CL16 Enermax Revolution SFX 650w MTE220s 2tb Koorui 24e3 165hz

What I tried:
- Adjusted AMD software settings
- Disabled features such as FSR
- Reinstalled graphics drivers
- Switched to a different monitor cable (HDMI instead of DP)
- Lowered the display refresh rate
- Turned off XMP profile

Any assistance would be greatly appreciated.

You provided a clear overview of the problem but didn’t specify the steps taken to address it. Since there are many possible causes, I recommend running a firestrike benchmark on Steam (free demo) and sharing the results here. This will help pinpoint the issue more effectively.

According to Crystaldisk, the situation is 99%. On Radeon Software I attempted to toggle various settings on the left side of the screenshots. I reinstalled using driver version 25.11.1. The DP cable from my monitor (Koorui) was used initially, then swapped with a random HDMI cable. Only this DP cable has been utilized so far. I changed my RAM to 2666, but performance noticeably dropped, and the issue remains unchanged. I explored all refresh rate settings in Windows from 60Hz to 165Hz.
