My System Specifications
CPU: i7-7700k
GPU: ASUS Strix 1080Ti OC
Motherboard: MSI Z270 Gaming Pro Carbon
RAM: G.SKILL Ripjaws 4 Series 16GB
Cooling: Noctua NH-U12S
Case Fans: 5 Case Fans

I had to cap my frame rate at 144FPS to avoid stuttering during gameplay. This was due to a CPU usage issue I encountered about a year ago, which didn’t have a clear fix. Before this problem, everything ran smoothly without any issues. Now, when I switch to the desktop or open the main menu, the game caps my frame rate regardless of the situation. Additionally, my CPU temperatures often reach 80 to 90 degrees during games, even though my room stays below 30 degrees. I’ve tried reapplying thermal paste using the pea method and reseating the heatsink multiple times. Any advice or guidance would be greatly appreciated.

Despite reapplying thermal paste, temperatures remain elevated suggesting possible thermal throttling. Are there any fixes available for this issue? It might be affecting only certain games. You may want to explore alternative cooling methods.

I've experimented with various thermal solutions, including thermal paste and pads, but all led to similar outcomes. Recent updates haven't provided a real resolution for the CPU usage problem. The dev team mentioned in a post as a workaround, but it's more of a temporary fix rather than a permanent solution. I noticed the article was posted recently, yet no concrete answer has been offered. Previously, I could play smoothly at around 60% usage with stable temperatures, but suddenly performance dropped. My CPU tends to overheat in many games like Overwatch, Rainbow Six Siege, and CS:GO. It sometimes shuts down completely. I've adjusted the BIOS settings to limit throttling, but it still runs hot.

I haven't performed any overclocking on the CPU. It's operating at its standard speed. I lowered the voltage to 1.15V to help manage the CPU temperatures.

Undervolting your CPU won’t harm it, though it might lead to instability. If you haven’t overclocked, your CPU should be at 4.2 GHz and boost to 4.5 GHz when required. You have a great cooler, motherboard, and CPU. If I were you, I’d adjust the voltage back to its default setting, turn off turbo boosting, and manually set your CPU to 4.5 GHz through your BIOS. Before proceeding, consider why your CPU might be running at lower speeds—open Task Manager, go to the Performance tab, then the CPU tab, and take a screenshot.

I entered my BIOS, adjusted the CPU frequency to 4500mhz, set the under volt to default, and then the computer crashed when I logged into Windows, resulting in a blue screen. This was shared on my phone.
