It seems the game runs poorly with optimization. I need to run it at a lower setting to maintain around 60 frames per second in 4K resolution.

Open the configuration file and adjust the frame per second limit to zero. Then, set the FPS to a maximum of 60 using the driver settings or another application.

I don't understand what I did, but everything seems to be working well at 1600 x 900 with 90% render resolution and medium settings elsewhere. It looks like triple buffering was turned on in the configuration. I set BackbufferCount to "3" and adjusted it between 2 and 3. I also made some basic tweaks in the NVIDIA control panel, which now runs smoothly at around 60fps with occasional dips near 55fps. The config file is attached if needed. I also increased my GPU's clock speed to 4.0 GHz via config.ini.
