You just got it recently and haven’t used it much—why not attempt a clean reinstall? Is the storage device brand new?

The SSD is brand new, right? I think I’ll need to reset it and install Windows again.

However, the unusual issue is that it doesn't power down at all; I'm forced to manually turn it off each time

Did you install anything unusual because the request asked for permissions you didn’t download? If not, simply disable it and re-enable, then press Ctrl+Alt+Del to check your CPU and RAM usage, and see which processes are consuming resources. You may also have a virus scan active.

Did you remove the previous Windows installation or simply installed an SSD and added another copy on top since both rely on RAM? Or perhaps I’m guessing that the two versions began launching and switching between each other, which could explain the stuttering behavior.

It might have been a motherboard issue. Once it happened, things wouldn’t load at startup, certain desktop programs would disappear, and performance became extremely slow. The problem worsened over the following week until the system completely stopped turning on. The board contained some overly large capacitors.
