Upgrading from a 3900X to 5950X in Adobe Photoshop and Premiere Pro won’t drastically change the experience, especially since you’re not focusing on gaming. The jump to a higher-end processor like the new 13700K with DDR5 will still boost performance noticeably. Your current setup is fine for work, but the upgrade should make tasks run faster without much noticeable difference.

This would add four extra processing units and improve performance under pressure. It might not completely transform your experience, but it’s definitely an upgrade.

Checking dead sockets is tough, but Intel handles it well. The 13700K really beats the 5950X, and used X570 Dark Heroes can still get you a decent Z690 setup—like an Aero G or Tomahawk—usually for around $300.

Consider an DDR5 build instead. For the 7900 XTX, just install an auto OC and you can reach up to 7900x performance without excessive power usage or heat issues. Also check if your cooler supports AM5 compatibility. https://pcpartpicker.com/list/pDdBk9 If you prefer staying on AM4, it won’t be as effective as Photoshop does.

The advantage of 16 cores on the 5950X versus 6 cores on the 5600X in Photoshop isn't significant since it's mostly single-threaded. For Premiere, extra cores can help depending on your encoding tasks and editing effects. If you use them, you'll likely notice a noticeable boost. A single-core setup usually offers about 20%-25% improvement, so you should see a comparable gain in Photoshop.
