As long as the previous computer isn’t being used, you simply need to put Windows on the new one via USB and turn it on with the retail code.

For non-OEM units, he can use ProduKey to pull out the Windows key and install it on the new setup. If it's OEM, he'll need to talk to a Microsoft support rep and explain the issue—like the motherboard failed on the previous PC and he wants to swap it but the key won't fit.
