You're facing a strange stuttering problem where your system skips every second. This affects video playback, keyboard RGB lights, webpage scrolling, and causes CPU spikes in your Windows 8.1 Pro setup.

It returns immediately when I launch Netflix, no matter if it's paused. Closing the tab works just fine.

I haven't adjusted the setup yet. I'm considering a full reset of most components, especially since similar problems have appeared with monitors and graphics drivers.

I realized it only occurs when I have a Netflix tab active. Curious. I’m using three monitors and had to reinstall Windows last night because of NVIDIA driver issues. Right now I’m running 391.35, which is the update Windows provided. I don’t want another blue screen if I restart.

Could require a DDU and a newer driver version. A recent Windows Update seems likely. The I/O System is probably the source of the issue.

I prefer not to update the drivers and then have to reinstall Windows all over again.

You don’t have to reinstall Windows entirely. DDU will remove the drivers, allowing you to perform a clean installation of a fresh version. Be prepared to disable Windows Update temporarily.

I handled the old Windows installation by turning off the Ethernet controllers, using DDU, and reinstalling. The issue still appeared. I also tried the newest driver and version 397, which is several months past its release date, but the problem persisted.

I don’t need to confirm anything, and I’m not interested in taking any chances. This Windows update is for Windows 8.1, and I’d rather avoid the hassle of reinstalling. Since I have a server motherboard, a reboot would take around five minutes, which isn’t ideal.
