Did you remove the plastic shield from the cooler? You should verify it and replace it with a fresh one, MX-4 is a good choice.

A bit straightforward. Restart the cooler and reinstall it, adjust fan speeds. If you have around $30, upgrade to a better one—it makes a difference.

It should work well for that 65W CPU. I'm currently using one and it's performed nicely for about three years. For a quick check, you can take off the side panel to see if the fan runs and if temperatures drop (indicating airflow issues). I think a dry thermal paste after a year is unlikely. Look at your usage in Task Manager—there might be background processes running.
