It seems to restart repeatedly for a few seconds before stabilizing. After several attempts, it boots normally after 2 to 15 cycles. It shuts down before I can enter the BIOS. Once in Windows, everything works without problems. Restarting from Windows triggers the same behavior. Diagnostic indicators appear briefly before shutdown: a white VGA light for half a second, followed by a red CPU light lasting about 0.1 seconds. The BIOS is up to date, XMP is enabled, and all other configurations remain at defaults. I've tested toggling XMP and fast boot settings but they didn't help. Temperatures are normal and no shutdowns occur inside Windows. Any advice on resolving this issue?

No, the memory modules are not installed in DIMMA2 and DIMMB2.

It appears the system is continuously updating RAM. Memory reseating is being performed with one slot available.

Attempted the same configuration, but the problem persisted. A video shows the diagnostic LEDs after rebooting Windows. It appears to have stopped only a couple times, yet sometimes it shuts down many more frequently, appearing unpredictable. It makes me suspect a graphics issue, especially since the VGA indicator stays illuminated longer after a successful boot. https://imgur.com/a/EP6fRUM

Have you tried using one memory module in slot A2 (or another). The 13600k includes an internal GPU, allowing testing without the 6650xt and connecting to the MOBO display output. Later you might also attempt to turn off the internal GPU and test solely with the 6650xt. Perhaps I should also reset the CMOS before beginning a fresh setup.

Running with the iGPU and removing the 6650xt didn't reproduce the issue after around ten restarts. It seems the problem might be linked to that change. The card was brand new a few months prior and has been working well in a 3600 machine, so it's unlikely the hardware is faulty. I've also disabled the iGPU while keeping the card, but shutdowns still occur. A CMOS reset hasn't helped either.

Performance may drop with this setup. Current specs: PCI_E1 (PCIe 5.0 x16 from CPU), PCI_E3 (PCIe 3.0 x4 from Z690 chipset). I’d like a newer card for E1 testing, but that’s my only option. With these details, anyone have suggestions for next steps? Should I consider the motherboard or graphics card as the cause, and should I request a replacement or return it?
