I just installed my 13900k with an ASUS Z790 Prime-A board and checked HWinfo. It shows the core clocks are permanently set at max even when idle (5.5/5.8 for P cores and 4.3 for E cores). At first, it wasn’t boosting or adjusting much, but after a few hours of R23 it settled into those values. I’m curious if this is typical for this platform or chipset. If it’s normal, is there a way to adjust it? I’ve tried resetting BIOS, CMOS, enabling C state and multicore boost, turning off Intel boost features, and changing tuning settings, but nothing worked.

Verify your powerplan configuration in Windows and adjust it to balanced. It seems it’s likely configured for high-performance. Ask if ASUS Arua Sync is installed.

I typically configure it for maximum performance and then lower the minimum CPU usage to zero so it doesn’t run continuously at full capacity.

Already adjusted the power plan, but it hasn’t made a difference. Also, I don’t have Aura Sync activated.

To have the CPU reduce clock speeds during inactivity, you need to turn on EIST and adjust the minimum and maximum CPU frequencies in your BIOS. This should address the issue.
