Have you attempted adjusting the LLC setting to a higher value, as this might indicate a vdroop problem?

I was attempting to run level 1 and higher, but it keeps freezing on stock. I'm currently mid-memtest with 38% passing without errors so far.

I'm hoping for a good result. I believe I can achieve 4.9GHz at 1.278v with a high LLC configuration. My motherboard is a Gigabyte and it has a different LLC setup than usual—high, normal, turbo, or extreme.

Completed memtest three times with a 5:30 h runtime, no issues found. The computer remains unresponsive even when running at stock settings. I previously had a 4.8ghz processor at 1.25v stability. Should I consider returning it for repair?

It seems the problem might not be with the CPU itself. If you reset the BIOS by clearing the CMOS and restarting with your first successful 4.8GHz configuration at 1.265v, then test again—only lowering the temperature if everything works.

Also, what CPU cooler are you using?

I understand... It would be wonderful if you could perform a Prime95 version 26.6 blend test and check the temperatures achieved.
