Hi, So, I have a 144HZ monitor and since I'm very sensitive to stutters, I like to make sure the game has as close to perfect frame-pacing as possible. Cyberpunk 2077 would for example always run @ at least 60fps on my rx 6800xt on 1440p, which is why I wanted to lock it to that. Unfortunately I found FreeSync to feel a bit stuttery, since it doesn't seem to work precise enough. I encountered the same issue in games were I could get 144fps, but instead locked it to 140 to decrease input lag while still having v-sync on. In those cases the refresh rate would go from the high 130's back up to 144, and thus introducing stutters as well. Here's a video which shows my issue well enough I hope - do mind that I filmed it with my phone, since the monitor's OSD isn't visible through recording software on my PC.
