This issue has been occuring for quite some time now. It's happening in practically any game I play, even when I have the lowest settings on. CSGO I have on the lowest settings and I can still get around 90-100FPS and high frametime spikes causing stuttering, and even Fortnite on the lowest settings which I can keep at a solid 144FPS most of the time can dip to lower framerates in large buildfights and also gets random frametime spikes (completely random, sometimes happens whilst I'm AFK in lobby). I was thinking this could be a PSU issue, as a friend earlier said my mic in discord was stuttering (cutting in and out) whilst my game was stuttering quite badly in Rainbow six siege. I've tried so many things. I've done a fresh reinstall of windows, undocked CPU cores, applied new thermal paste and added a new cooler to my CPU, done many optimizations in NVidia control panel but nothing has worked. I'm also considering upgrading my GPU to a 1660 so I can use Freesync on my monitor which supports it. Can somebody please provide some help? It would be greatly appreciated. Specs below:
CPU: Intel i5 6500 @ 3.20 GHz
RAM: 16GB DDR4
GPU: EVGA GTX 960 (latest drivers)
Motherboard: Gigabyte H110M-S2H-CF
SSD (fortnite installed on this): Samsung SSD 850 EVO 120GB
HDD: Seagate ST2000DM001

Note: I'm aware my RAM isn't running at its advertised speed, of 2666 MHz, but actually 2133,, but my motherboard doesn't support XMP.
