my FPS in all games is stuck at exactly 108, which is only three-quarters of my refresh rate of 144Hz. On a 1060 graphics card, I can easily hit 144 FPS in games like League of Legends and CSGO. This strange behavior is really annoying, and it makes the visuals look distorted. I don't know what's causing it, and the only changes I made were to the smart fan, ErP, and X-AMP profile. Please help me!

Do you possess sufficient GPU capacity for 144 fps? Is there a frame cap configured in the game? Are you enabling V-Sync, which can restrict frame rates?

I possess a 750W power adapter (Silverstone 80+ Gold). My frame cap is configured at 144 V-Sync, though it would be 144 if enabled. It seems unusual that when I adjust the display settings to advanced and lower the refresh rate to 120Hz, the maximum stable frames drop to 90 without any interruptions. This behavior is strange because switching between borderless and fullscreen modes causes the refresh rate to revert to 108Hz each time I switch tabs.

I've confirmed the solution. I've been facing the same issue for hours and haven't found an answer online.
