I am experiencing significant frame rate fluctuations in games like Call of Duty 4 and Apex Legends, where FPS ranges from 35 to 70, despite stable performance in games such as League of Legends and Rocket League. I have attempted troubleshooting by adjusting NVIDIA Control Panel settings, including modifying resolution scaling within GeForce Experience, which provided minor improvement. However, MSI Kombustion benchmark tests consistently result in lower frame rates around 25. My GPU temperature averages 70-80°C, and my CPU remains consistently between 25-30°C. I’m seeking suggestions for addressing this persistent issue regarding low FPS in shooter games.

What are the full specifications? Did you perform a clean installation of graphics drivers to begin with?
I have removed all drivers and reinstalled them, and to verify that the issue was not related to the operating system, I performed a clean OS installation. The system specifications include an i7 9700k processor, an EVGA RTX 2080 Super graphics card, a 1 TB 970 m.2 Samsung EVO SSD, an Asus ROG Strix Z390-H motherboard, and a Rosewill 1200W 80+ Gold PSU.
Are you using Ray Tracing?
That places a considerable load on your graphics card, even with an RTX 2080. I recommend disabling it and observing whether this improves performance.
I have an RTX 2060 SUPER and achieve frame rates in the 90s when playing at 1440p with Ray Tracing turned off.
