Frame Drops

Since roughly two days ago I've experienced severe stutters and reduced performance. For instance, on Rust I once maintained a steady 90 fps with very few frame drops, but now it's around 70 with consistent frame drops down to 30 fps. I looked at this tutorial

but the issue hasn't improved and might even worsen. Any advice would be greatly appreciated. Thank you! Edit: it affects all games.
