I checked recent updates and there haven't been any DirectX 12 compatible frame counter implementations released. Most available tools still rely on older APIs.
Steam might not function properly by default. Consider using a shadowplay solution if you have an NVIDIA GPU.
Ubisoft's overlay functions with dx12. Steam's overlay integrates with Deus Ex in dx12, likely compatible with ROTTR. For other platforms, use PresentMon.
steam supports all platforms; it works with direct x9-11, openGL, directx12, and vulkan.
Lol probably won't work with UWP games either, no matter the version—dx9, dx11 or dx12.
