on my amd rx 480 with a ryzen 7 2700x, when playing a game the gpu is at full speed while the cpu is only 20-25%, i suspect this might be affecting the fps. i'm not sure yet.

Seems typical. It indicates your graphics card is operating at maximum capacity.

Your CPU is too powerful for an RX 480 in terms of simple gaming. The RX 480 costs between $50 and $60. To get better performance in demanding games, you'll need to upgrade it.
An RX Vega 64 fits the bill if you're using AMD. A RX 580 with 8GB would work well and offer a solid improvement over the RX 480, though it won't match the speed of a Ryzen 7 2700X.
