Hello, I'm a streamer and maintaining a consistent 60 fps is crucial for me. I achieved this by adjusting the refresh rate to 60, enabling VSync, and during races I either disabled VSync or switched to 144Hz. After the race, I restored it to 60. Until recently, everything functioned smoothly, but now setting GTA Online to 60 causes it to display 61 or 62 FPS, making the stream image blurry. The same issue occurs with RageMP, and in FiveM the problem is even more severe. No matter the settings I apply, the performance behaves as if VSync was disabled or set to 144Hz.
I want to emphasize that my games run in full screen, I've enabled VSync in all modes, and also activated it through the Nvidia control panel. It's essential for me to have this functionality intact so I can adjust FPS or Hz as needed without having to manually turn the game off and on based on events in-game.

Would you like to adjust the refresh rate of your monitor or the in-game FPS? The in-game limiter controls the monitor's refresh rate, which isn't typically ideal. Nvidia control panel manages the in-game FPS but not the refresh rate — usually the preferred approach (which I use in GTA V).
The monitor's refresh rate was restricting my FPS in the game, though everything else seemed fine. It stopped functioning properly at some point.
