All that VSync is disabled and there are no restrictions on the game's FPS. I've also observed that unlocking FPS becomes possible when I switch to windowed mode.

Access your GPU driver configuration, navigate to 3D options and verify that refresh rate or FPS is adjusted to the maximum possible.

Have you verified the display configurations? Is the screen configured to operate at its maximum frame rate?

my display refresh speed is 165 Hz and it's configured in Windows, which also allows other games to run smoothly above 60 frames per second.
