CPU VRM overheating causes throttling of the CPU to reduce heat. Once you install the additional fan and position it correctly on the board—either behind or in front, depending on the case—your FPS should return.

no, not the cooler. I meant a fan. That device with blades is moving. You should have one or two in your setup, use a Philips Screw Driver and test it out. Just let it blow into the CPU VRM. The AMD Box cooler is also an option, though it tends to be noisier but still provides airflow to the VRM.
