Get DDU (DisplayDriveruninstaller), execute it, then reinstall Nvidia drivers for your 1060.
Clean Driver install using DDU fixes the majority of performance problems when changes occur and performance drops...

I have saved the latest drivers but didn't remove them. He claimed he installed the newest ones, so I didn't do it, but I plan to and see if it helps.
