I'm having trouble figuring out what's going wrong with my PC. Recently, my 8700k with 16GB RAM and an Intel 1070 has extremely low frame rates—often under 30 FPS at 1080p in low settings. I used to get over 100 FPS before, but now it's a constant issue across all games. The GPU is reporting as idle, but the CPU seems to be limiting performance. I've reinstalled Windows, updated the GPU drivers, and changed my BIOS settings, yet the problem persists. CPU usage stays below 20%. Also, temperatures are normal. Maybe the game has a setting that restricts CPU access? It might be related to power settings being set to maximum performance.
