Your readings appear much more uniform; I made sure to match your voltage specifications.

I didn't find that choice in Afterburner. I checked for it.

Sure, thank you! It might be that the 1070 is slowing things down due to CPU limitations.

Keep going. The issue isn’t related to hardware limits. Something is definitely off. I’m using an i5 3570K with an R9 280.

My GPU is current. Updating the CPU seems like a possibility, but I’m not sure what else to do. A fresh install might be the best choice. Regarding your question, converting back to Windows 7 could affect performance for future games, so it may limit some capabilities.

No updating the CPU like you would GPU drivers, not needed. You will lose DX12 functionality going back to Win 7... BUT... that is a good test. If you go back to 7 and everything works properly, you know where to look if you want to try Win 10 again. @Perrichicken Are you running LOL in Windowed Mode or Fullscreen? Try switching it from whatever you are using.

I wouldn't have expected this to cause an issue given my system's hardware. My 10-year-old laptop has handled this perfectly before, so I'm not sure I should change my mind.

It's unusual the company is just a month old with no installed programs or activity in Task Manager. The antivirus scans came back clean, which is good.
