Overclocking isn't really stable. There might be some unusual behavior with the settings you used, but it seems like what you set didn't take effect. Those are the thoughts that come to mind. The second number, 'turbo(avg)', should have displayed values around 3.95-4.0ghz.
I just checked again: the site still lists 3.6ghz turbo, but your CPU-Z and core temperature readings show a speed of 3999.07 and 3998.60 MHz.
consider trying something simple that shouldn’t disrupt your system, but it seems the issue might be limiting the data capacity for Windows, which is reserving RAM. It’s unclear exactly what’s happening, but setting a cap could help. Open Run, type "msconfig", press Enter, go to Advanced, then Max Memory, and adjust it to around 4GB out of your 32GB. This should prevent Windows from using a quarter of your memory.
This has made a big difference. Thanks. My memory in Task Manager is at 70%, but the total usage is 1GB. I believe this is the problem, and I’m not sure how to resolve it.
I question whether the issue stems from RAM being reserved; if you had 8GB perhaps, but even taking away half of 24GB [as a very extreme case], there would still be enough for any game to run.
I'm more worried about your RAM being so heavily downclocked; it's operating at nearly slow DDR3 speeds, and anything that demands a lot of RAM access will struggle. This seems like an unstable overclock, particularly if you're lowering your RAM just to get it to boot.
