Update your graphics card drivers to the latest version. Ensure that all necessary Windows updates are installed. Verify that your monitor is connected directly to the graphics card and not through a laptop display. Check for any potential software conflicts or background processes that may be consuming system resources. Monitor CPU and GPU temperatures during gameplay to identify any overheating issues. Conduct a stress test on both the CPU and GPU to assess their individual performance capabilities. Run a benchmark test, such as 3DMark, to compare your system's performance with similar configurations. Examine the game’s settings for any potential limitations or conflicts. Adjust in-game graphics settings, such as resolution, texture quality, and anti-aliasing, to optimize performance. Consider upgrading your RAM to ensure sufficient memory capacity for modern games. Evaluate your power supply unit (PSU) to confirm it provides adequate wattage for your components. Consult online forums and communities for troubleshooting tips and solutions related to similar issues. Seek assistance from hardware specialists or computer technicians for professional diagnosis and repair. Conduct a thorough system scan with antivirus and anti-malware software to eliminate potential threats. Optimize Windows settings, such as visual effects and startup programs, to improve system performance. Update your motherboard BIOS to the latest version for enhanced compatibility and stability. Reinstall the graphics card drivers using a clean installation method to remove any corrupted files. Test the GPU in another computer to rule out hardware issues. Check the game’s recommended specifications to ensure your system meets the minimum or ideal requirements. Investigate potential driver conflicts between different software applications. Review the game’s documentation for known performance issues and troubleshooting steps. Analyze the game's frame rate graphs to identify specific areas where drops occur. Consider using a tool like MSI Afterburner to monitor GPU usage and temperature in real-time. Optimize your Windows power plan settings to prioritize gaming performance. Ensure that your graphics card is properly seated in its PCI-e slot for stable connections. Run a system cleanup utility to remove temporary files and optimize disk space. Confirm that your operating system is running the latest version supported by your hardware.

What you described is a cpu bottleneck. Quad cores are entry level these days and the 4460 is not a strong quad core.

Lowering game settings and resolution with no FPS gain is a good test for a cpu bottleneck. Resolution has no impact on cpu usage and neither do most game settings.
