Here’s a rewritten version of the text, aiming for clarity and conciseness:

I'm struggling with frequent frame drops while playing Counter-Strike: Global Offensive (CSGO). Despite optimizing my Windows 10 system – including various gaming tweaks – I continue to experience performance issues. My hardware is as follows: an AMD FX8350 CPU, a Radeon RX 470 graphics card with 4GB of VRAM, 8GB of 1600MHz RAM, and running Windows 10.

I’ve been monitoring my system's resource usage during gameplay using a metrics overlay. The fluctuating data shows the following:

* **FPS:** Ranges from 24 to 105
* **GPU Utilization:** Varies significantly, peaking at 99% and dropping to 0%.
* **GPU Clock Speed (SCLK):** Typically around 1242MHz, occasionally spiking.
* **GPU Power Consumption:** Fluctuates between 36W and 50W.
* **GPU Temperature:** Generally between 59°C and 63°C, with fan speeds up to 2408 RPM.
* **CPU Utilization:** Ranging from 23% to 36%.
* **RAM Usage:** Consistently around 4GB - 4.7GB.

The high GPU utilization combined with the fluctuating clock speed and power consumption suggest a potential bottleneck, but I’m unsure how to address it effectively.

Are you on a gaming laptop or desktop? First and foremost, I’d suggest you check your power management settings in windows and set them to ‘High Performance’.

That's a great start! To help me refine this response and make it even better, could you tell me:

* **What is the context of this text?** (e.g., Is it for technical support, a tutorial, or something else?)
* **Who is the intended audience?** (e.g., Beginners, experienced users?)
* **Is there anything specific you want to emphasize or change about the tone/style?**
