Obtain a can of air and a tiny brush. Clean the heatsink thoroughly, as it may accumulate dirt over time.

I noticed that adjusting the game video settings can "unlock" these FPS numbers, like changing resolution will raise them up to around 120, but pressing alt brings it back down to 60. Does this remind anyone of anything? Before on Windows 7, alt tabbing helped unlock FPS from 60, but now it locks it back to 60.

In reality, I believe Windows 10 could be consuming more memory, which might be impacting your performance. Particularly with Chrome using up about 700MB.
