FPS decreases when the mouse isn't moved. The issue appears unrelated to graphics settings or mouse movement, and it persists even with changes to system settings. I'm unsure why this happens. My PC specs are: ASUS B450M-A/CSM -2x Ballistix Sport 8GB DDR4 RAM 2666 - AMD Ryzen 5 2600 Processor - MSI Radeon RX 580 8GB Graphics Card - ADATA SU800 128GB SSD - Seagate BarraCuda 1TB Hard Drive. I've tried disabling Raedon Chill, changing the beta, adjusting power plans, and modifying AMD features.

Sure, it seems like Chill is handling things on its own. But if you turned it off, then...

I wonder if there was an event that prevented it from turning off completely?
Just attempt a restart without shutting it down, then check again.
Observe if it behaves normally.
If that fails, proceed to uninstall and reinstall the driver.

The Raedon Chill was already off, so it wasn't caused by the drivers. This occurred today, and the most recent driver update was four months prior.
